Early Warning Systems

In many cases where all phases have been implemented to achieve a complete management system, not all efforts are made to implement systems which allow informing population on the potential effects that natural phenomena or designed management may have on population. From the beginning, INCLAM has believed that transparency is essential for population, bearing in mind that vulnerable population must know at all times the risk they are subject to in order to decide whether to take measures to mitigate their effects.

Early warning systems enable population to live with the risks that they are subject to due to geographical reasons.

Population living at vulnerable sites is normally aware of the actions to be taken in specific events; however, information must be generated by public administrations through early warning systems for the benefit of population.

INCLAM establishes their early warning systems as the point of contact between all management systems and population.

The early warning systems developed by INCLAM may be deemed an extension of decision support systems and a point of contact between those systems and information systems, thus allowing to align territorial information with risk forecasting in order to establish vulnerable items concerning a specific action or phenomenon and arrange their full protection.
